While short-term interest rates are following the Federal Reserve lower, long-term rates are responding to concerns about the future that include higher inflation for longer, geopolitical uncertainty, and high demand for lending. Look at the divergence in rates for 3-month T-Bills and 10 Year Treasuries in the chart below.
